Ras Al Khaimah: A Player's Guide to the UAE's Casino Emirate

Most players know Dubai. Far fewer know Ras Al Khaimah — until now. The emirate that will host the UAE's first legal casino is worth understanding in its own right: its geography, its political structure, why it chose to legalise gaming when Dubai did not, and what the destination actually looks like for a player who spends a week there.

What is Ras Al Khaimah?

Ras Al Khaimah (RAK) is one of seven emirates that make up the United Arab Emirates. It sits at the northernmost point of the UAE, bordering Oman in the north and Umm Al Quwain in the south. The emirate covers approximately 1,700 km² and has a population of approximately 400,000 — making it one of the smaller emirates by both area and population.

RAK has historically been less prominent than Dubai and Abu Dhabi in the international consciousness, but it has been a well-regarded destination for specific markets:

Why RAK legalised gaming (and Dubai did not)

The UAE is a federation. Each emirate has significant autonomy over its own economic and social policy within the federal framework. Gambling is prohibited under federal UAE law — but each emirate can create specific legislative frameworks that supersede federal law in defined areas.

Ras Al Khaimah has done this with gaming. The emirate passed legislation specifically enabling licensed gaming under a dedicated regulatory authority — RAKGRA — rather than relying on federal law. This is the same mechanism by which other activities differ between emirates (alcohol licensing, for example, is handled at emirate level rather than federally).

Why RAK rather than Dubai:

Dubai has positioned itself as a global business, tourism, and family destination. Legalising casino gaming was assessed as inconsistent with this brand positioning — and with the sensibilities of a significant portion of its resident and visitor population. Dubai's economic model is sufficiently diversified that it did not need gaming as an additional revenue stream.

RAK is at a different stage of economic development. A $5.1 billion resort with a casino that will generate international visitor traffic is a transformative investment for an emirate of RAK's scale. The gaming revenue, the employment, and the secondary spending it generates are material additions to RAK's GDP in a way they would not be for Dubai.

The political will also exists: Sheikh Saud's government has been willing to make progressive economic policy decisions, and RAKGRA's establishment reflects a calculated regulatory decision rather than pressure from external operators.

For players, the outcome is clear: legal, regulated casino gaming in a UAE emirate, run by a world-class operator.

Al Marjan Island: where the casino is

Al Marjan Island is a series of four artificial islands built in the Arabian Gulf off the RAK coastline. The islands were created by RAK Properties in the early 2000s and extend approximately 4.5km into the sea. The combined area is approximately 2.7 million m².

The island is currently home to hotels, beach resorts, restaurants, and residential properties. The Wynn Al Marjan Island development occupies a prime position at the tip of the island chain — surrounded on three sides by water with views across the Gulf.

Getting to Ras Al Khaimah

From Dubai International Airport (DXB):

The standard route for most international arrivals. Al Marjan Island is approximately 90km north of DXB — a 45-55 minute drive off-peak via Sheikh Mohammed Bin Zayed Road. No public transport connects the route. Pre-booked private transfer is the practical option.

From RAK International Airport (RKT):

RAK has its own international airport, approximately 30km from the city centre and 15km from Al Marjan Island. A growing number of European and regional carriers fly to RAK directly. For players coming from cities with a RAK connection, this is significantly more convenient — 15-20 minutes from the airport to the property.

Current carriers serving RAK include Air Arabia, Wizz Air, and various charter operations. The route network is expanding as the casino opening approaches.

From Abu Dhabi:

Abu Dhabi International Airport is approximately 120km from Al Marjan Island — around 90 minutes by road. A valid option for players connecting through AUH.

The climate

RAK has a desert climate with characteristics similar to Dubai:

The overlap with the Q1 2027 opening is favourable — January, February, and March are among the best months of the year climatically.

What to do beyond the casino

Wynn Al Marjan Island will have the full complement of amenities associated with a major integrated resort: multiple restaurants from casual to high-end, beach club, pool facilities, spa, and the casino. For a trip that is primarily gaming-focused, there is no need to leave the property.

For players who want to explore the destination:

Jebel Jais:

The UAE's highest mountain, approximately 45 minutes from Al Marjan Island. The Jebel Jais Flight — the world's longest zipline — is a notable activity. The road to the summit offers dramatic scenery uncommon in the Gulf region. The temperatures at altitude are significantly cooler than the coast.

Dhow cruises:

Traditional wooden boat cruises on the Gulf, typically at sunset. Widely available from Al Marjan Island and RAK city. Fishing trips can also be arranged.

RAK City:

The main city of RAK, approximately 30 minutes from Al Marjan Island. Worth exploring for the National Museum of Ras Al Khaimah (history of the emirate and the broader Gulf), the old souks, and the Dhayah Fort — the only hilltop fort in the UAE, with views over the surrounding landscape.

Desert activities:

Dune bashing, camel trekking, and desert safaris are available — the RAK desert is less commercialised and less crowded than the Dubai equivalent. Better for travellers who want an authentic experience rather than a packaged one.

Dubai day trip:

Dubai is 45-60 minutes from Al Marjan Island. For players who want access to Dubai's shopping, restaurant scene, or specific amenities, a day or half-day trip is straightforward.

RAK's combination of a Wynn-quality property, zero tax for residents, an accessible residency programme, and connectivity through Dubai International Airport has no direct equivalent among existing casino destinations.

Living in RAK

For players considering UAE as a long-term base rather than a visit destination:

RAK offers a lower cost of living than Dubai while maintaining access to Dubai's infrastructure (40-50 minutes by road). Property on Al Marjan Island is significantly less expensive than comparable Dubai waterfront property — a relevant consideration for the AED 2M Golden Visa real estate threshold.

The lifestyle is quieter than Dubai — which is a feature, not a bug, for players who want a base that does not compete with the casino for their attention.

The RAK food scene is less developed than Dubai but improving rapidly as the destination grows. The Wynn property will add a significant number of restaurant concepts to the island from opening.
